Effective December 1, 2009 most restaurants and bars in Virginia will no longer be asking “smoking or non?”. This is great news to non-smoking bar hoppers who regrettably wake up the morning after smelling of booze and cigarette butts. One of those issues is now resolved. The change is monumental for a state whose roots were founded on capitalizing the tobacco leaf. The new law didn’t come into effect without a struggle in the Virginia House of Delegates and a strong opposition from tobacco giant, Phillip Morris, throughout the last two years. Non-smokers can’t rejoice too much because there are some exceptions to the law. Private clubs, outdoor patio areas and restaurants with completely separate rooms with their own ventilation systems are considered exempt. The Tobacco Company, located in Shockoe Slip, the pre-civil war headquarters for tobacco trading, is maintaining its right to allow smoking in the downstairs nightclub. Just down the street, Europa is also allowing smoking after 10 pm in its downstairs bar area. For the most part those who insist on smoking will have to take their butts outside.
